They are rated on numerous things. Here is a list of things considered (though not in this particular order). The tier is what level the player is rated at.
1st Tier - Pre-Season Player of the Year(s) - 87-95 rating
2nd Tier - Pre-Season All-Conference players - 80-90 rating
3rd Tier - Upperclassmen and statistical leaders from the previous year 75-85
4th Tier - Average Players, Nothing Special - 65-75
5th Tier - Freshmen and Sophomores with little to no experience. - 60-70
Things also taken into consideration are previous years stats, media guide information, height/weight, class and current team depth charts. Although I cannot be 100% accurate on everything, I'd like to think I'm about 95% accurate.
